Perpetual Futures Weekly News Review - Week of September 14 - 20, 2026
Every headline that should have broken this market landed inside seven days. The Federal Reserve hiked to 3.75%-4.00% on a 12-0 vote, the Senate refused to advance the CLARITY Act, and the 10-year Treasury yield sat at 5.00% - and bitcoin closed the week +5.6% at $81,159.00. Every item below carries a named source and a stated date; every number resolves to the desk's verified dataset.
The week of September 14 - 20 was a macro week that behaved like a crypto week. It opened with bitcoin near $76,838, absorbed a failed Senate procedural vote on Tuesday, a rate hike on Wednesday and a Bank of Japan move on Friday, and closed +5.6% at $81,159.00 - having printed its weekly low of $74,944 on the worst headline day and its weekly high of $81,911 on Saturday. Total crypto market value rose 6.12% to $2.80 trillion, with bitcoin dominance at 58.8%.
The ten items below are ordered by when they landed, not by importance. Each carries who reported it and where; the desk's comment is separated from the reported fact. The snapshot table fixes the week's data in one place before the items begin.

A week that rose through its own bad news
The mechanics of the move are worth separating from the narrative. Leverage was flushed on the way down - $224.81m of bitcoin derivatives liquidated around the vote, 84.6% of it longs - and global derivatives open interest still expanded to $479.65bn, up 16.14% over 24 hours. Money was not leaving the leverage market; it was repositioning inside it.

The Assets
The sequence is the information. The CLARITY vote took longs on Tuesday and put bitcoin at $74,944, a three-week low. The Fed then delivered the hike the market had already priced at 93%, and the reaction was a move higher, not lower. By Friday bitcoin had reclaimed $80,000, and by Saturday it had broken $82,000. A market that is liquidated on the way into an event and rallies out of it has told you where the positioning sat.
Regulation moved in three directions at once
Legislation stalled and the agencies filled the gap inside 48 hours. The Senate failed to invoke cloture on the CLARITY Act 49-50, 60 votes short of the threshold. Two days later the SEC issued the Innovation Exemption in press release 2026-90, opening a five-year path for tokenised US stocks, and the CFTC issued a no-action position for passive trading software. The House Financial Services Committee separately reported a Strategic Bitcoin Reserve bill, H.R. 8957, by 28-21.
For perpetuals specifically, the consequential item was private rather than legislative. Payward confirmed it will deploy on-chain perpetual futures markets for US clients on Hyperliquid's HIP-3 rails, with Bitnomial, Payward's CFTC-regulated exchange as the regulated deployer and NinjaTrader Clearing carrying accounts. The structure obliges a 500,000 HYPE stake, and HYPE broke to a fresh all-time high of $94.46 on the back of it.
Where the money actually went
Fund flows told a split story that a single number would hide. US spot bitcoin ETFs finished the week at $6.21m, rescued by a $433.03m Friday. Ether ETFs lost $140m, their first negative week in five. The rotation was not out of crypto - Solana took $60.7m and ZEC $98.21m, with Zcash printing a record $1,388 during the week.
The week, item by item
1. The Federal Reserve hiked 25bp to 3.75%-4.00% on a 12-0 vote, its first increase since July 2023 Regulation
The FOMC lifted the federal funds target range by 25 basis points to 3.75%-4.00% on a 12-0 vote, the first increase since July 2023. Chair Kevin Warsh said he would be hard-pressed to describe broad financial conditions as restrictive. The September projections put the median rate at 4.1% at the end of 2026 and 4.1% at the end of 2027, and 16 of 18 policymakers expect at least one more hike this year. Heading in, futures had priced a 93% chance of the move.
The hike itself was the least interesting thing in the statement. A median dot that sits flat through 2027 tells a market the ceiling is close - which is why risk assets repriced up, not down, once the number was out.
2. The Senate refused to advance the CLARITY Act, 49-50 on Record Vote Number 234, short of the 60 needed Regulation
The chamber did not invoke cloture on the motion to proceed to H.R. 3633, the Digital Asset Market Clarity Act, by 49-50 - 49 in favour against 50. The bill needed 60 votes to move forward and did not get close. Senator Tillis immediately filed a motion to reconsider. Bitcoin slipped to $74,944 within hours, a three-week low.
No Democrat crossed over, and the bill stays on the calendar without a final-passage vote. For a market that had spent two years pricing a legislative path, the fallback now runs through the agencies - which is exactly what happened two days later.
3. Payward confirmed it will bring regulated perpetual futures to Hyperliquid, staking 500,000 HYPE to do it Hyperliquid
Payward said it intends to deploy on-chain perpetual futures markets for US clients on Hyperliquid's HIP-3 builder-deployed markets. Bitnomial, Payward's CFTC-regulated exchange would create, own and administer the markets and settle the contracts; NinjaTrader Clearing would carry client accounts, restricted to allowlisted users onboarded through a Payward-registered broker. HIP-3 obliges a deployer to stake 500,000 HYPE and keep it staked - $46m at the market price. HYPE rose more than 4% on the news.
The structural detail matters more than the headline. A venue with 6.6 million funded accounts has to buy and lock 500,000 HYPE before it lists a single contract, which turns a regulatory announcement into a visible bid for the token.
4. The SEC opened a five-year path for tokenised US stocks after the Senate stalled Regulation
In press release 2026-90, the Commission granted temporary conditional relief known as the Innovation Exemption, letting certain Tokenized Securities Venues trade tokenised National Market System stock through permissioned automated market makers and liquidity pools. The relief runs for five-year period and applies only to tokens conveying genuine share ownership. Chairman Paul S. Atkins framed the order as a response to Congress being unsuccessful in advancing the CLARITY Act.
This is agencies filling a legislative vacuum, not a rewrite of the Exchange Act. The relief is time-limited, conditional and opt-out for issuers - which is why it lifted sentiment without settling the market-structure question.
5. Leverage unwound into the vote: $224.81m of derivatives liquidated, 84.6% of it longs Liquidations
Bitcoin derivatives recorded about $224.81m in liquidations over the window around the failed vote, of which $190.10m - 84.6% - were longs. A bitcoin-only reading put the total at $143.2m. Price slid to $74,944, a three-week low, as global derivatives open interest rose to $479.65bn, up 16.14% over 24 hours - leverage was added into the drop, not removed from it.
Rising open interest into falling price is the signature of a market adding to a losing side. The longs that were flushed on the 16th are the same cohort that then watched the market reclaim $80,000 by Friday.
6. Bitcoin reclaimed $80,000 and broke $82,000 later in the week, closing at $81,159.00 Volatility
Bitcoin closed the week at $81,159.00, +5.6%, after a range of $74,944 to $81,911. It printed the weekly low at $74,944 on the day the CLARITY vote failed, then ran from $80,769 territory on Thursday and Friday to a weekly high of $81,911 on Saturday, breaking $82,000 late in the week - the level that had capped it for a month.
A rate hike, a failed bill and an oil spike landed in the same week and bitcoin still broke out. That is not a market ignoring bad news; that is a market that had already sold it and found supply gone.
7. The Bank of Japan raised rates to 1.25%, a 31-year high, and the yen still fell Regulation
The BoJ lifted its policy rate by 25 basis points to 1.25%, a 31-year high, on a 7-2 vote. The yen weakened by roughly half a percent after the decision as guidance was read as cautious. The Bank of England held at 3.75% on a 6-3 vote the same day. It was the first week since 2006 in which the Fed, the ECB and the BoJ all stood in a hiking cycle.
For a leveraged market the interesting number is not the rate but the funding cost: yen-funded carry positions face a higher cost at the same moment dollar yields rose past 5%. That combination hits the most levered corners of risk first - and this week it did not.
8. A Strategic Bitcoin Reserve bill cleared its House committee 28-21 Regulation
House Financial Services Committee — Via Crypto Times · 16 September 2026
The committee reported H.R. 8957, the American Reserve Modernization Act of 2026, as amended, by 28-21. The bill would direct the Treasury to establish a Strategic Bitcoin Reserve and a separate Digital Asset Stockpile, mandate a first independent proof-of-reserves audit of federal crypto holdings, and bar sales of government-held bitcoin for two decades.
Committee passage is not floor passage and is not law. But it kept a structural bid narrative alive in the same week the Senate killed the market-structure bill - the reserve track and the clarity track are now moving at different speeds.
9. Zcash hit a fresh all-time high of $1,388, and its ETFs took in $98.21m on the week ETF Flows
Zcash surged to a record $1,388 during the week, a move attributed to community approval of the NU7 upgrade and an $80,000 Zcash Labs commitment toward Ledger hardware-wallet integration. The token became a top-20 asset by market value at the peak. Spot ZEC ETFs attracted $98.21m over the five sessions - the largest altcoin-fund intake of the week, ahead of Solana at $60.7m.
Privacy was the only theme in crypto that had its own category-level bid this week. ZEC's move is usually read as a macro hedge - it is worth asking whether the ETF flow made the price or the price made the flow.
10. Ether ETFs lost $140m, snapping four straight weeks of inflows, while bitcoin funds closed barely positive at $6.21m ETF Flows
US spot ether ETFs recorded net outflows of $140m over the five sessions, the first negative week in five, with $224.11m leaving on 16 September alone. Bitcoin funds eked out $6.21m after a $433.03m Friday - led by Fidelity's FBTC at $310.7m - offset two heavy midweek days. The rotation was not out of crypto: Solana took $60.7m and ZEC $98.21m.
A week that moved about $1.5bn in opposite directions and landed on $6m is not a direction, it is a disagreement. The money did not leave crypto; it changed category, which is a harder thing to reverse than a simple outflow.
The week ahead
Whether bitcoin holds the $82,000 breakout or mean-reverts with the relief rally that produced it.
October hike odds, which futures priced at about 60% after the September move.
The Trump-Xi summit on 24 September, where energy, agriculture, rare earths and AI sit on the agenda.
Whether the SEC's Innovation Exemption produces actual tokenised-equity volume, or remains a time-limited signal.

Frequently asked questions
What was the biggest perpetual-futures story of the week of September 14 - 20, 2026?
The market's refusal to fall. The Fed hiked 25bp to 3.75%-4.00% on a 12-0 vote and the Senate failed to advance the CLARITY Act, yet bitcoin closed +5.6% at $81,159.00 and broke $82,000 late in the week. The single flush, $224.81m around the vote, took 84.6% from longs - and the market rallied into the weekend.
Why did bitcoin rise after a rate hike?
Because the hike was priced. Futures had assigned a 93% chance to the move before the decision, and the Summary of Economic Projections put the median rate at 4.1% through the end of 2026 and 4.1% through 2027. A near-terminal rate reads as a ceiling rather than the start of a tightening campaign.
What is the HIP-3 structure Payward announced, and why did HYPE rally?
Payward will deploy on-chain perpetual futures markets for US clients on Hyperliquid's HIP-3 builder-deployed markets. Bitnomial, Payward's CFTC-regulated exchange creates and administers the markets, NinjaTrader Clearing carries client accounts, and access is allowlisted. HIP-3 requires a deployer to stake 500,000 HYPE, about $46m at the market price - a visible bid for the token that helped push HYPE to a record $94.46.
How much did crypto ETFs move in the week of September 14 - 20, 2026?
US spot bitcoin ETFs finished at $6.21m after a $433.03m Friday. Ether ETFs lost $140m, ending four straight weeks of inflows. Solana ETFs took $60.7m and ZEC ETFs $98.21m, the largest altcoin intake of the week.
